Okay, I wanna start by saying this is a truly unique and unusual piece. This one stumped me so I'm going to be clear about my feelings towards it. The fabric, the shoulders and the construction all tell me this is a late 1930s piece that would have gone over a gown or a skirt. The buttons however seem a bit newer (maybe 70s?) but they could be a replacement. So I'm pricing it like it's a 70s piece to be safe. It's rayon jersey with an incredible bold print. It can't really be used as a dress but you could wear shorts underneath it or something and rock it like a mini dress!
